The Public Library of Buenos Aires direct predecessor of the National Library was created by decree of the First Board, on September 13, 1810. Its first headquarters was in the Manzana de las Luces, at the intersection of the current streets Moreno and Peru.

The Board thought that among its tasks was to constitute public ways of access to the Enlightenment, seen this as an inescapable requirement for deep social change.

Mariano Moreno promoted the creation of the Library as part of a set of measures: editing, translation, journalism aimed at forging a public opinion attentive to political and civic life.

Thus, the Gazeta and the translation and edition of the Social Contract are twinned in the origin with the Library.

Precisely, the shocking writing of the Gazeta entitled "Education", which announces the creation of the Library in 1810, has all the characteristics of an allegorical, warlike and literary document at the same time, a very relevant piece of Argentine critical thinking.
